TRANSLATING  LICENSE  CODES
for
CANADIAN  CIGAR  MANUFACTURERS
1883-1962
        The following compilation of codes for Canadian cigar manufacturers was extracted from annual Official Lists of licenses as published by the Revenue Department. Starting in July of 1883, these license codes were used by manufacturers to cancel their excise duty stamps and to mark their packages. The applicable dates for each licensee are given in brackets following their name.
 
       The author found the Official Lists in several institutional collections: National Library of Canada, National Archives of Canada (Records of the Revenue Department), Customs and Excise Library of the Canada Revenue
Agency, and Robarts Library at the University of Toronto.
 
        For the 1883-1920 period of the Inland Revenue Divisions, the author’s collection of Lists is complete except for 1886 and 1891 where pages are missing. This results in some uncertainties that are indicated in the compilation by asterisks on applicable dates.
 
        In April of 1921, the Inland Revenue Divisions were replaced by Customs & Excise Ports. However, it was not until September of that year that the new license codes were introduced over time on packages. The first available Official List for the 1921-1962 period is from 1924. As a result, uncertainties again occur with licensees that appear or disappear in the List for that year. Individual changes could have occurred at any time during 1921-1924. Where possible, extrapolations from the pre-1921 period have been made and recorded as ‘1921’ in the present work. The author’s collection of Official Lists for years after 1962 is very incomplete and therefore data from that period was not incorporated into this work.
 
        The reader is also cautioned that in an unknown number of instances a license was issued in the name of an officer or proprietor of a company rather than in the name of the company itself. For example, circa 1900, License 15-32 for the Canadian Cigar Company of London, Ontario was issued in the name of F. Haselgrove. Another consequence of personal licenses is situations where what would appear to be a change in the licensee is actually just a succession of officers for the same manufacturing firm. This appears to have occurred with family-owned businesses.
